Program Director – OT & IT Infrastructure Delivery

We are currently seeking an experienced Program Director to lead the delivery of a major rail maintenance and construction technology program across a complex operational environment.

This is a senior role responsible for overseeing multiple concurrent infrastructure and technology workstreams across a large-scale rail program, ensuring alignment between operational outcomes, technology strategy, delivery governance, and enterprise architecture.

The successful candidate will bring strong experience leading large infrastructure and transformation programs within complex operational, industrial, transport, or critical infrastructure environments.

Key Responsibilities

• Provide strategic leadership across a major enterprise technology and infrastructure program within a complex rail environment
• Direct and govern multiple concurrent IT and Operational Technology (OT) workstreams across maintenance facilities, operational plants, and construction environments
• Lead end-to-end program delivery across critical infrastructure domains including:
  • Networks
  • Servers and compute environments
  • Cloud platforms and services
  • Enterprise connectivity
  • Proxy and security environments
  • WiFi and WAN infrastructure
  • Identity and access management
  • Cybersecurity and operational resilience
• Oversee program sequencing, delivery planning, governance, risk management, and dependency coordination across approximately 11 integrated workstreams
• Drive alignment between technology delivery, operational readiness, engineering outcomes, and business objectives
• Ensure effective integration between enterprise IT and Operational Technology environments across critical operational facilities
• Provide leadership across infrastructure transformation, security uplift, connectivity, and operational technology integration initiatives
• Establish strong governance frameworks, reporting structures, and delivery controls across the program lifecycle

Ideal Background

• Extensive experience leading large-scale infrastructure or technology transformation programs within complex enterprise environments
• Proven background operating at Program Director or senior enterprise delivery leadership level
• Strong experience delivering infrastructure and operational technology programs across rail, transport, utilities, construction, mining, energy, or heavy industrial sectors
• Deep understanding of enterprise infrastructure environments including:
  • Network infrastructure
  • Cloud platforms (ideally Azure)
  • Security and identity services
  • Enterprise connectivity and operational resilience
  • Experience overseeing both IT and OT integration within operational or safety-critical environments
• Strong stakeholder engagement and executive communication capability
• Experience managing large multi-vendor environments and cross-functional delivery teams
• Strong governance, risk, financial management, and strategic planning capability

Highly Desirable

• Rail or transport industry experience
• Experience supporting operational maintenance facilities, plants, depots, or construction programs
• Exposure to safety-critical or highly regulated environments
• Experience delivering enterprise-wide infrastructure transformation programs across complex operational environments
