Acquisition of Government Services


Tasmanian based not-for-profit Oak Possability embarked on an ambitious acquisition of more than $60M p/a in NDIS supported disability support services. This included the transfer of 24/7 support services to around 450 clients with disabilities, together with more than 400 Victorian Government employees and the establishment of Possability Victoria.


PM-Partners was identified as having the required Sector, Divestment, Advisory, M&A Integration, Program Management and specialist resources to support the end to end acquisition process. Our initial involvement, leveraging our previous experience, was to support development of an EOI to the Victorian Government. We subsequently supported development of Tender RFP response documentation and engagement with the Victorian Departments of Premier and Cabinet and DHHS towards successful awarding of contracts. PM-Partners established and mobilised a fit-for purpose program acquisition and integration delivery model. We provided specialist resources to support Program Advisory, Program Management, Change Management, Project Management and schedule development. This included establishment of a Stream based structure utilising numerous business Executives, leaders and subject matter experts. The acquisition program was delivered against a Government mandated schedule and to fixed non-negotiable timelines. The Program delivered 51 significant Government mandated milestones and more than 600 complex or technical deliverables to successfully achieve Government readiness certification. During delivery of the Program, the team successfully supported establishment of the Possability Victorian office, recruitment of the new Victoria Possability staff and creation of a new stand-up $60M business.


The acquisition, integration and transfer of clients and staff to the mandated Governement schedule was successfully achieved and highly praised by Senior Government officials and the Oak Possability Executive. Each of the 51 milestones and 600 deliverables were achieved on or before the due date. The transfer was achieved without any industrial relations concerns in a highly unionised environment. The successful acquisition has elevated Oak Possability to now become one of the largest not-for-profits in their sector and provides significant benefits through economy of scale and increased industry and community profile.
